Washington was to be governed by a mayor appointed annually by the president and a Page 4 twelve-member council elected by the voters. Several changes followed this initial arrangement. In 1812, the city council was permitted to elect the mayor, a practice that continued until 1820, when the people were allowed to elect the mayor. This form remained in effect until 1871. 26 square miles. 3 Apparently, their decision to rejoin their home state was influenced by a number of reasons: disenfranchisement, lack of economic prosperity, the slavery issue and others.
